HDMI does support 1080p

DVI works fine for 23" displays that have higher resolutions than 1080p and HDMI and DVI share the same signaling technology. Thus, the limitation is in the equipment, not the specification. For whatever reason (probably money) manufactures don't support 1080p, and when they do they usually cheat by using a line doubler on the 540p signal.
